Creates a new user in the organization.

For Roles 2.0 customers (role enhancements enabled), the job-role must be an object with an 'id' field (e.g., {"id": "role-external-id"}). The
job-role-id is the source of truth for linking users to roles. The job-role-name field is read-only and populated by the system. String format for
job-role is not supported for Roles 2.0 customers.
